INTRODUCTION

 

 

Rabindranath Thakur National Youth Council has been registered under Public Charitable Trust Act 1882 under section 17 vide Reg.No.00197/2015, a project of RTNYC Education Service Pvt. Ltd. under Ministry of Corporate Affairs, Govt. of India working in various fields of Education Programme & training conducted by the State Government & Central Government to approach every sections of the society. RTNYC is also certified by ISO 9001:2008. RTNYC is also registered under Ministry of HRD (Department of Secondary & Higher Education), Govt. of India.

 

 

Rabindranath Thakur National Youth Council is dedicated to providing the appropriate environment, facilities and guidance for the educational development of individuals, taking into account the manpower needs of the country.

 

 

RTNYC has a dedicated quality control team. The responsibility of the team is to maintain standard of quality of our course curriculum across India. The QC team visit once/twice a year to each center and check the batch files and takes feedback of students. QC team provides training of new faculties.

 

 

Research and development is the backbone to the success of RTNYC. The R & D team comprises of highly experienced & technically skilled faculties to ensure the latest developments in the field of I.T. The R & D team also develops innovative methods of imparting training.

 

 

The placement cell of RTNYC is very strong and is responsible for coordinating the placement activities of the students of the institute. Almost all the placement activities are organized and coordinated under the efficient guidance of the faculty.


CHAPTER-1

RTNYC MANAGEMENT

 

1. A    BASIC PRINCIPLES

 

It is important to understand the basic nature of the organization RTNYC (An Autonomous

Institution Registered under the Public Trust Act- Govt. of India) committed in spreading of

computer education and training to every corner of the country.

 

.           RTNYC ATC Centre Directors are expected to understand the social needs of their area and

provide service to such needs. The premises should be selected in such a way so that they are

approachable, their design and presentation should be decent and not such that students are distracted, and office timings should be maintained regularly. All Attempts should be made

to establish and sustain RTNYC image as professional.

 

 

 

1. B    CENTRE LAYOUT AND INFRASTRUCTURE

 

The requirement of space is defined in the affiliation scheme. Each ATC is expected to adhere to the norms of RTNYC. The furniture should be selected such that it is convenient for students to sit inside the classes.. The Reception, Practical room and class room should be separately laid out. They should be decorated with posters and display boards.

 

 

1. C    OFFICE MANAGEMENT

 

The following parameters are important for a successful Authorized Training Centre (ATC): Potential location.

 

Decent and spacious accommodation. Proper Enquiry Table.

 

Proper Practical and Class room. Qualified and Experience Faculty. Soft handling of Students.

 

Proper Publicity.

 

Proper reporting and communication to the head office.


1. D    FACULTY

 

The ATCs are expected to keep qualified faculty having practical experience. The minimum

 

qualification for

 

1)      CERTIFICATE & DIPLOMA COURSES: P.G.D.C.A.

 

2)      POST GRADUATE DIPLOMA COURSES : B.C.A

 

 

1.  E    PUBLICITY

 

Publicity is of two types:

 

1)      Local Publicity: Local Publicity is undertaken by the ATCs themselves by means of advertisements, pamphlets, posters, Cable Ad, Hoardings, communication campaigns and popular Programs.

 

2)      Central Publicity: Central Publicity is undertaken by the Head Office by means of Paper Advertisement. For Zonal Facilitating Centre (ZFC) and State Facilitating Centre (SFC), H.O undertakes regional publicity on sharing basis.

 

 

1.  F CODE OF ETHICS FOR CENTRE DIRECTOR

 

The Centre Director is the connecting link between RTNYC and the various individuals that become associated with it, be it the students, Govt. officials, Private individuals and others. There are certain ethics that have to be followed always keeping in mind the reputation of RGCSM and integrity of individuals:

 

Course should be conducted as per the norms laid down by the head office from time to time and in areas allotted to them.

 

Issue of certificate is done only by the head office and as such the Centre Director should keep in mind that they are in no way authorized to issue certificates.

 

The Centre Director should take their own responsibility in running their ATC without creating any unwanted situation for the H.O.

 

The ATCs affiliated to RTNYC have to conduct only RTNYC course and cannot conduct similar courses for other computer organizations.


1. G   LIABILITIES OF CENTRE DIRECTOR

 

Although the  liabilities of Centre  Directors  are mentioned in the  ATC agreement, the

 

Some important points are given below for your information:

 

 

●   To make all payments pertaining to proper operation at the ATC like rent of the premises, salary to staff, electricity and water bills and such other expenses in time. Any liability created by the Centre Director in this regard will be exclusively his/her own and will not be carried forward to the RTNYC H.O. Liabilities created by the default of any Centre Director in the consumer forum of any other such body will be exclusively that of the ATC Center Director and will not be carried forward to the RTNYC H.O.

 

 

●   Closing down of branch without exclusive permission of the RTNYC head office is not allowed. If any Centre Director does so, the liabilities with regard to student certificates, cash collections, ATC expenses in previous years etc. will be exclusively that of the ATC and in no case shall be carried forward to the RTNYC H.O. RTNYC H.O. can take legal action and can report the matter to the police on its own. The responsibility of checking entry qualification and relevant certificate will be that of the Centre Director. If any dispute arises on this point, the Centre Director of ATC will be responsible.


CHAPTER-2

PROCEDURES

 

 

 

This section gives details of the procedures for handling the students and for sending reports and Information to the Head office.

 

2. A    STUDENT REGISTRATION PROCEDURE

 

Registration will be valid for a period double the duration of course.

 

 

REGISTRATION AT THE HEAD OFFICE WILL BE IN THE FOLLOWING STAGES

 

 

ATC’s are required to purchase Student Kits (a minimum set of 20) which is available at Head Office at a rate prescribed by the Head Office. They can purchase more in denominations of 10 ex. 20, 30, 40, 50 and so on and keep it in stock in ATC. If an ATC purchases 20 Kits, Head Office issues 20

 

Registration Number along with 20 Kits. When a Student takes admission in the Center, ATC’s are required to issue the kit to the particular student along with the Registration Number. But just allocating Registration Number at this stage to a Student will not make a Registration complete.

 

ATC’s are required to send the Student Registration Details in Excel Format as provided by the Head Office. Now the Head Office, after receiving the Student Registration Details, sends Student

 

Registration Date of the Student to the official Email of ATC. A Student Registration Date is the final confirmation of Registration. A Student’s examination date will be calculated from the Registration Date to the duration of the course and not earlier. For example if a Student takes admission to 12 months DITA Course on 1st January 2016 and the ATC send the Student Registration Details on 7th January 2016, the Student Registration Date will be 7th January 2016 and not 1st January 2016. So, the earliest Student Examination Date will be 7th January 2016 + 12 months which is 7th January 2017.


RE-REGISTRATION PROCEDURE

 

 

 

If a Student fails to clear his/her course within the time frame, he/she would be required to Re-register with a Re-Registration Fee of Rs.300, out of which R.150 has to be sent to the Head Office.

 

 

UPGRADATION OF COURSE

 

A registered student can upgrade his or her course prior giving his or her exam. For upgrading his or her course he or she has to apply for up gradation to the ATC. ATC has to send this up gradation report to the Head Office by sending Student up gradation Details in Excel format given by the Head office before the earliest Student Examination Date. If the ATC sends the Up gradation Details after the Student examination date, ATC is required to pay a fine of Rs.200/- as penalty along with the Balance Registration fee.

 

2. B      DROP OUT

 

In case a student wishes to drop out or in case a student remains continuously absent for 2 months without information then he/she will be considered as dropout. Information regarding drop-out should be sent to the head office by way of Dropout information Report if this dropout information is not sent to the head office, it would be considered that the student is regular and his fees will be charged from the branch.

 

 

2.  C    STUDENT TRANSFER

 

 

1)    Ordinarily the transfer of students from one ATC to the other will be permitted. The student has to pay the tuition fee to the next ATC from the point of transfer onwards. The previous ATC Director will have to transfer the candidate with certified fee record. The transfer certificate has to be filled by the ATC from which student is taking transfer in triplicate. One copy remains with the branch, one given to the student and one copy sent to the H.O.


 

2)  A transfer to a specific batch/centre is subject to availability of seats.

 

 

 

3)  A student is required to provide the following at the time of transfer to a new batch:

 

i.  Proof of original admission being provided in the form of money receipt, identity card and student invoice.

 

ii.  Proof of the course stopover/transfer request having been duly permitted by Centre-in-charge (For batch transfer) or person concerned from head office.

 

 

4)  The Centre-in-charge will decide the appropriate module at which the student will join after transfer.

 

 

2.  D    COURSE FEES

 

a)  For seeking admission to RTNYC, a student has to apply on the Admission Form which can be obtained on payment of a fixed amount specified from time to time.

 

 

b)  On being selected for admission, the student is required to pay the admission fee for-the concerned course. A student is allowed to pay a booking fee and the balance amount of admission fee within 7 days. If the student does not pay the balance amount within 7 days, his/her admission is cancelled. The booking fee is non-refundable.

 

 

c)  Students have the facility of paying their course fee in installments as specified from time to time.

 

 

d)   A grace period of 10 days from the due date specified in the invoice may be granted for paying an installment. A late fine of Rs.2 per day is charged during the grace period.

 

 

e)   The name of a student is automatically struck off the Student Registration and the student is not permitted to attend classes if he/she fails to pay the installment within the grace period.


 

 

 

f)   In exceptional case, a student whose name has been struck off the Student Registration may be permitted to continue with his/her course only upon payment of an appropriate late fee as well as the balance of the course fee at the discretion of the Centre-in-charge.

 

 

g)   The Head Office reserves the right to make any changes in the fee-structure from time to time. These changes shall be binding on new students only.

 

 

h)    When a student books admission to a particular course and makes the down payment, he/she is issued an Invoice. The installment amount payable by the student and the due dates are mentioned in this card. A student has to sign the card when he/she receives it. A student must produce his/her invoice at the time of payments.

 

 

2.  E    CANCELLATION OF ADMISSION

 

a)   For a student who has opted to pay the course fee by the Installment Payment Facility as per the defined schedule, non-payment of any installment by the last date of payment of the same would result to the student's admission being cancelled.

 

 

b)   The student is expected to maintain proper discipline and decorum within the premises of the Institute. Non-adherence to the norms can lead to a Cancellation of Registration of a student.

 

 

c)  Any student being found of using unfair means during examination or contravening any of the rules of the Institute will be barred from attending any course at any center of RABINDRANATH THAKUR NATIONAL YOUTH COUNCIL (RTNYC)


 

2.  F REFUND

 

a)  Booking Fee once paid is not refundable under any circumstances.

 

b)  Admission fee once paid is not refundable under any circumstances.

 

c)   No fee is refundable if a student is deemed to have dropped out and/or has taken course stopover/transfer.

 

d)  No fee is refundable for any upgraded admission.

 

e)  If a Centre closes down for any reasons, fees paid by the students to the Centre will not be refunded by the Head Office. Fees paid by the students to the center will not in any circumstances carry forwarded to Head Office. In such case the students will be transferred to the next nearest branches according to the availability of seats. The students will have to produce all the invoices issued to him. A Student will have to pay the balance amount to the nearest branch after deduction of all invoices amount from the Total Course Fees. No excuses of missing invoices will be entertained at that point of time.

 

 

2. G   EXAMINATION

 

The examination will be held by the Authorized Training Centre according to the modules and semester pattern of the course. Students will be eligible to appear for semester-II examination only after the successful completion of semester-1.

 

Mark sheet /Certificate will be dispatched within 30 days of receiving answer booklet of the students at the H.O.

 

Certificate / Diploma will be awarded by RTNYC only after the successful completion of the course.

 

 

 

 

2. H   EVALUATION:

 

The minimum qualifying marks for the Certificate, Semester Examination and Diploma Courses are 40% in each paper. After qualifying all the exams, the students are awarded grades as per their percentage of marks obtained.

2. I      RE EXAMINATION:

 

A student has to secure at least 40% marks in each Paper of Theory and Practical. A student who does not clear all the papers in one sitting will be allowed to re-appear in the failed paper. However the student has to pay an amount of Rs.100/- for each paper.

 

If a student fails in the examination or remains absent for whatsoever reason, can appear for re-examination within the duration of examination by paying a re-examination fee of Rs. 100/-. Students failing to appear in the reexamination within the specific period of time shall not be entitled for the certificate or for further re-examination. Such a student has to go through the complete registration procedure to get re-admission.

 

 

2. J      EXAMINATION PROCEDURE:

 

Examination will be conducted according to the pattern of the Course at your RTNYC center. The pattern of exam will be objective and descriptive type which has to be answered in the question paper only. The duration of examination will be 1 hour for each theory and practical.

 

 

CHANGING POLICY:

 

The Management Reserves the Right to change the policy, rules & regulations of the organization from time to time without any prior notice.


CHAPTER-3

 

PUBLICITY/DISPLAY FORMATS

 

3.  A LOGO STANDARDS

 

 

1.                  Existing RTNYC Logo is as follows:-

 

 

 

 

 

 

 

 

 

2.                  Size of logo may vary depending on the overall size of item/material bearing the logo.

 

3.                  Use of the logo of height less than 1 cm is not advisable.

 

4.                  RTNYC logo or name to be used only in the horizontal format (as in the original logo) and not in a vertical format.

 

5.                  The logo is a complete unit in itself. It is not to be broken up into sub-units or reformatted.

3. C      ADVERTISEMENT STANDARD

 

 

All advertisements created locally need to have approval from RTNYC head office prior to their release.

 

In the advertisement, logo should be as per standard format.

 

Appropriate locations to be identified before putting up banners. Putting up of banners in places like milk dairies, dhabas, liquor booths, roadside tea stalls etc. may result in loss of image.

 

Poster/Banners to be put up at strategic locations, especially areas where students visit often/ in large Number e.g. College-canteens, outside bookstalls, outside cultural centers, auditoriums etc.
